Domains distribute the ownership. Sales maintains pipeline definitions, Finance maintains its own, and delegated administration means neither needs org-wide rights to do it.

That only works if changing something is safe to do. Every entity, brief and skill has a draft and an active version. Activating asks what changed and why, and a version rolls back in one action — none of it requires a deployment.

A version records which fields and elements an entity uses. It does not freeze the elements themselves: edit a shared metric and every entity using it changes at once. Where Used shows what depends on a definition before anyone edits it.

And every activation is marked on the usage charts, so a change can be judged on what it did to load counts and token volume.
