Overview
The Admin tab is the ContextWorks administration area: org-wide settings, configuration import and export, an access overview, and the reset utilities. The package makes the tab visible through the ContextWorks Admin permission set only — the domain-manager and user permission sets do not grant it.
The sections

The first three are the Settings pages.
Clear Cache is an action, not a page — click it in the rail and confirm.
Who can administer
Admin access comes with the ContextWorks Admin permission set, which carries the ContextManageAll custom permission. Every action on these pages checks that permission again on the server, so hiding the tab is a convenience rather than the security boundary. Domain managers hold ContextWorks Domain Manager instead — see Domain management. The Access page lists who holds each.
